Water, detergent, a “bronze wire” brush and a lot of elbow grease will clean this bell. It looks as though the clapper has been totally destruyed by rust and cannot be salvages. It can be loosened by soaking in water for several days. The process can be speeded up by adding lye to the water, but you run the risk of chemical burns with the lye and should wear rubber gloves, rubberized apron and protective goggles if you go that route. If this is an old bell, the clapper would have been cast iron and attached to a loop in the crown of the bell.
