This was suggested as some sort of ships bell – it’s a bird on the handle – perhaps an albatross.

Are there any dimensions?
Does it hold a magnet?
I have seen a caged bell similar to this, but of a different design.
It was struck from the side with a small wooden mallet.
They were using it in functions at the head table to ‘ring for attention’ when someone was going to speak.
Not knowing the size etc. I wonder if it wasn’t for the same purpose.
This bell appears to be a replica of a “Bell Buoy”. This is a guess because of the design. ABA Member Flor Raney may be able to shed more light on this bell.

This bell appears in Donna Baker’s Collectible Bells on page 187. She defines it as follows:
Buoy bell paperweight with eagle on top. The rounded rubber bottom allows the bell to swing and strike. 5″ high. $8-10.
