The seller states that the clapper is not original. I somewhat doubt if the original even had a clapper. The item looks to me like plated iron, spelter, or pot metal. The recessed rim and possible locating pins make me think that it may originally have been attached to a clock or furniture.

It is equipped with a bell and a bucket, probably for matches.

Another giveaway advertising item, with a bell in the base, from the usual maker Justin Giraud.
The seller thinks it is a match holder. I think there are two problems with this attribution.
First, a match holder would have a striking surface, as in the last two photos.
Second, there would be no need for the removable cup at the top.
I suspect the cup is a mustard pot, now missing the lid and spoon.
