I have 5- 1987, 10-1988, 9-1989 .& 1-1990 and all but three of them are numbered (1-25) on the certificates. I think that may signify that they were sold as a set. Besides there is a dark green box that they fit into with “Christmas Bells………..” printed on the top.
I did find on line an address for The Christmas Ornament Collectors Club for illinois. I called the phone number but got some odd type of tone. It wasn’t a fax or busy just kind of a beep. I e-mailed someone and asked about the bells but have not yet gotten any answer. You may be complely right about their membership but I think I will continue to try to contact them. You never know what persistance will reap 😆 .
