This is probably a souvenir from someone who served on the ship. It would not have been used as an official ship’s bell. It was common to make decorative items from brass casings from artillery shells in WWI with the name of battles on them. I have a flower vase that my grandfather brought back from WWI commemorating the battle of Verdun with tooling on the casing. I also have a bell made of a 75mm shell casing similar to this but without any engraving.
